The department of Human resource and Trainings is responsible for personnel management, training and Continuous Professional Development in the Ministry.  The Department oversees the entire process of Human Resource from recruitment, staff orientation, development, performance management, counseling to designing and executing training. The Department also works with staff and the other government agencies and bodies to improve the laws and policies that government employer-employee relations.  The core values of the Ministry are implemented by the Department.

The Department of Public Procurement operates under the Ministry of Finance. The primary mandate of the Department is to arbitrate and award tenders for Federal Government and any other institutions specified under the revised procurement and the delivery of works, services and supplies related services laws. This is coupled with the registration and grading of contractors who are willing to do business with government. The aim is to ensure that projects are prudentially managed to ensure value for money in the procurement and disposal of assets.

The Department of Economic Policy and Planning is responsible for conducting and preparing key research outputs on economic assessments across various topics and sectors for the Somali Federal Government. The Department monitors, analyses, assess the development of the Somali economy and the development of public finances and the use and distribution of the fiscal resources of the country.

Directorate General of Revenue: The mandate of the office of the Directorate General of Revenue is to contribute to the achievement of Somalia’s revenue objectives by maximizing revenue collection at minimum cost and providing quality input to tax and customs policy development, while providing a high quality, courteous and equitable services to taxpayers and other stakeholders.

The Budget Department is responsible for leading and coordinating the national budget. The Department has the mandate to formulate annual national budget, conduct mid-year budget review, facilitate interim budget revisions, conduct monitoring and develop sound budgeting systems. 
The Department is responsible for coordinating with all Federal Member States on the draft budget, including funds in accordance with the strategic objectives, programs, activities, and strategic performance indicators, analyzing data and submitting the required recommendations.

The Ministry of Finance is responsible for issues concerning federal government finances, including coordination of the federal government budget, forecasts and analyses, tax issues, and management and administration of central government activities.

The Use of Country Systems (UCS) is an increasingly salient issue for both the Somali Government and the international community. UCS refers to variety ways in which international partners can engage with national counterparts to deliver aid ranging from alignment with national priorities to direct implementation by government. UCS can serve as a means to achieve broader ends, including state-building, increased country ownership, and improved value for money; a transition to greater UCS also carries with it risks for donors.

The core ways to use country systems:

Interim assistance under the enhanced HIPC Initiative is debt relief granted on a country’s debt service falling due between the HIPC Decision and Completion Points. Once a country reaches the HIPC Completion Point, it will receive the full debt relief committed at the HIPC Decision Point. On March 25, 2020, the Executive Board approved that Somalia had reached the HIPC Decision Point.
